The Fox River is one of the most polluting tributaries in
the entire Great Lakes region. It drains a large watershed, and the
last 39 miles host the highest concentration of paper mills in the world.
This industrial and metropolitan area has created significant PCB and other
toxic chemical contamination which impacts all of Green Bay and Lake Michigan.
The lower four Great Lakes are all downstream.
The Fox River is one of 53 "Areas of Concern" identified in the 1980s
by the International Joint Commission between Canada and United States.
The PCB contamination of sediments was one of the prime reasons for this
designation.
