Seven large pulp and paper corporations dumped PCBs into
the Fox River, Green Bay and Lake Michigan, beginning in 1954, and continuing
into the 1990's in some cases. During this time, many of the
companies and their industry partners have lobbied heavily and even filed
legal actions at the national and state level to avoid PCB regulations
or cleanup responsibilities. Even now, many dispute the health effects
of PCBs.
