The Precautionary Principle

When an activity raises threats of harm to human health or the environment, precautionary measures should be taken, even if complete scientific evidence is lacking. 

Further, the proponents of the activity, and not the general public, should bear the burden of demonstrating that risk from such activity can be effectively managed. 

Any process undertaken to further investigate the potential for harm should be open and allow for participation by potentially affected parties.
