Interesting Details

  • Correction:  Though SCA now owns this mill, Chesapeake Corporation, a former owner, retained the liability for PCB cleanup and restoration in the Fox River and Green Bay.  In turn, Chesapeake claims that the previous mill owner(s) may be liable: Phillip Morris Corporation, and/or the Asmuth family (who owned the mill prior to 1977).  (We'll create another corporate profile here for Chesapeake and Phillip Morris soon.)
  • The Menasha mill of SCA contributed approximately 9% of the total PCBs contaminating the Fox River and Green Bay, through recycling trimmings and wastepaper including carbonless copy paper originating from the mills of Appleton Papers, Inc. and NCR Corporation. (See Sources)
  • This mill has been sold twice in only a year and a half, first by Chesapeake Corporation, then by Georgia-Pacific.  Under Chesapeake, the subsidiary was called Wisconsin Tissue Mills.  (See more details below.)
  • This mill still releases significant pollution into the City of Menasha and the Fox River.  (See the Toxic Release Inventory listed under Georgia-Pacific)

SCA Description and Hierarchy

Svenska Cellulosa Aktiebolaget (SCA), which is Europe’s largest supplier of tissue, is an integrated paper company producing absorbent hygiene products, corrugated packaging, publication papers and graphic papers for private consumers, institutions, industry, and the retail trade. Sales by business area in 2000 were Hygiene Products 46%, Packaging 37%, Forest Products 16% and Others 1%. SCA's forest group produces paper (including newsprint), pulp, and timber. Svenska Cellulosa owns about 5 million acres of timberland in Sweden, but is also Europe's foremost user of recycled paper. The company employs approximately 40,000 people in 40 countries.  The company headquarters are in Sweden.

SCA North America has sales of approximately $1.4 billon and employs some 5,400 people in over 50 locations.   SCA North America consists of three divisions: "away from home" (AFH) tissue, protective packaging and incontinence care.

SCA Tissue North America is the third largest manufacturer in the North American AFH tissue market, and employs 2,400 people. 

This division consists of mills in Neenah and Menasha, Wisconsin --- plus mills in Arizona, Indiana, Illinois, Vermont, New York, and Georgia. It also includes converting facilities in California and Georgia, as well as sales and distribution in Canada. The company will maintain its administrative headquarters for its US tissue business in Neenah, Wisconsin.

The division's commercial tissues serve "away from home" markets such as hospitals, restaurants, businesses, institutions and janitorial supply firms.

Recent History
SCA purchases from Georgia Pacific

In June, 2001, SCA acquired a portion of Georgia-Pacific's tissue operations, including the Menash and Neenah mills formerly called Wisconsin Tissue Mills. The U.S. Department of Justice required that GP divest itself of some holdings, under anti-trust laws, in order to gain approval of GP's purchase of Fort James Corporation.  For the same reason, GP sold 4 other mills to Domtar.   News articles:

Georgia-Pacific purchases from Chesapeake Corp.

In June, 1999, Georgia-Pacific and Chesapeake agreed to form a partnership (finalized in October, 1999) in the away-from-home tissue business, by creating a new company called Georgia-Pacific Tissue, LLC.  Georgia-Pacific Corp.would control and manage the partnership and would own approximately 95 percent of the equity of the partnership. Chesapeake would receive a 5 percent interest in the partnership and an initial cash distribution of approximately $755 million (as GP's purchase of its 95% share.) 

At the time, Georgia-Pacific manufactured approximately 200,000 tons of tissue for such commercial markets each year. 

Wisconsin Tissue, headquartered in Menasha, Wis., which had been operated as a wholly owned subsidiary of Chesapeake Corp., had a manufacturing capacity of 320,000 tons annually.  The Chesapeake Corp. is  a specialty packaging and tissue company with over 40 locations in the United States, Europe, Mexico and Canada.  Chesapeake's net sales in 1999 were $1.2 billion.

Prior History

The local mill's roots stretch back to 1915 when it was a family-owned company. In 1977, the Asmuth family sold the company to the Philip Morris Corporation.  Later, the company was sold to the Chesapeake Corporation.

Products:  Semi-crepe, and facial napkin stock,.  Napkins (bulk, dispenser, packaged, boxed, printed cocktail, luncheon and dinner), plain and printed tray covers, table cover, and place mats; one-and two-ply bathroom tissue; single-fold, c-fold, multi-fold and roll towels; facial tissue, windshield towels, and disposable wipes.

SCA owns a major paper converting mill in Neenah, with a capacity of 290,000 short tons, with 88 lines of production.
